The Odisha Civil Services Examination will consist of the following successive stages :-
(i) Preliminary Examination, (Objective Type-Multiple Choice Questions)
(ii) Main Examination,
(iii) Personality Test or Interviews.

The preliminary examination shall consist of two papers of objectives types (Multiple Choice Questions) and each paper shall be of two hours duration carrying 200 marks each.
The General Studies Paper-II of the Odisha Civil Services (Preliminary) Examination will be a qualifying paper with minimum qualifying marks fixed at 33%. A candidate has to secure a minimum of 33% in the Paper-II of preliminary examination so as to evaluate Paper-I of the preliminary examination. (As prescribed in G.A. & P.G. Department Resolution No. 23625/Gen., dt.30.10.2018 which is available at Annexure-III).

(b) General Studies - Paper-II - 200 marks
Candidates who will qualify in the Preliminary Examination, shall be called by the Commission, to appear in the Main Examination.

(ii) History of India and Indian National Movement.
(iii) History of Odisha and Odia Nationalism.
(iv) Odisha and Indian Geography-Physical, Social, Economic Geography of India and the World.
(v) Indian Polity and Governance-Constitution, Political System, Panchayati Raj,
(vi) Public Policy, Rights Issues, etc.
(vii) Economic and Social Development-Sustainable Development, Poverty, Inclusion, Demographics, Social Sector Initiatives, etc.
(viii) General issues on Environmental ecology, Bio-diversity and Climate Change - that do not require subject specialization.
(ix) General Science.

Total Marks : 200 Marks;
Duration: Two Hours;
Number of Questions: 80
Marking Scheme: Total 80 questions have 200 marks, thus each question is of 2.5 marks.
Subject Area :
(i) Comprehension;
(ii) Interpersonal skills including communication skills;
(iii) Logical reasoning and analytical ability;
(iv) Decision making and problem solving;
(v) General mental ability;
(vi) Basic numeracy (numbers and their relations, orders of magnitude, etc.) (Class X level), Data interpretation (charts, graphs, tables, data sufficiency etc. Class X level)
Questions on General Science will cover general appreciation and understanding of science including matters of everyday observation and experience, as may be expected of a well educated person who has not made a special study of any particular scientific discipline. In current events, knowledge of significant national and international events will be tested. In History of India, emphasis will be on broad general understanding of the subject in its social, economic and political aspects. Questions on the Indian National Movement will relate to the nature and character of the nineteenth century resurgence, growth of nationalism and attainment of Independence. In Geography, emphasis will be on Geography of India. Questions on the Geography of India will relate to physical, social and economic Geography of the country, including the main features of Indian agricultural and natural resources. Questions on Indian Polity and Economy will test knowledge of the country’s political system and Constitution of India, Panchayati Raj, Social Systems and economic developments in India. On general mental ability, the candidates will be tested on reasoning and analytical abilities
